Rob Parker is the Director and Founder of ProjectConnect, bringing a rare blend of lived experience, community trust, and systems-level leadership to the work of housing, re-entry, recovery, and wraparound community support.
Rob has lifelong ties to Adams, Wells, and Allen Counties and has committed his life to building relationships across housing communities, social services, faith organizations, judicial systems, and grassroots networks. His early life included time in residential care and the juvenile justice system, followed by nearly a decade of incarceration. Those experiences did not distance him from community—they rooted him deeply in it.
Professionally, Rob served for nearly ten years at Gateway Woods, where he helped create the LARC initiative and developed wraparound supports for youth aging out of foster care. While serving at Gateway, Rob planned and executed the vision for the Willowbridge Transitional Living Community. Rob served as Director of Crossroads Community in Adams County, leading transitional housing for men navigating recovery and re-entry. Across these roles, Rob has helped design and carry out programs, launch initiatives, and walk alongside thousands of individuals and families navigating complex systems, with a strong focus on community development.
Rob holds an associate’s degree in Organizational Leadership and Supervision from Purdue University and a bachelor’s degree from Indiana University in Independent Studies with a concentration in Behavioral Science.
Rob has been married to his wife, Sierra, for 18 years. Together they have five children spanning generations, one grandson, and his Mom shares a home with them. Multigenerational care shapes how Rob understands community and responsibility. Everything Rob does, is fueled by his faith in God, and his belief that we were created for community.
Today, Rob stands in the gap between people and systems, helping bridge communities that don’t always understand or trust one another. Informed by his past experiences, he is often invited into spaces where trust must be built carefully and over time.
Rob is known for engaging in hard conversations that lead to better answers and stronger relationships. He believes trust is earned, not assumed, and approaches his work with authenticity, discernment, heart and kinship.
At his core, Rob is a connector and a table-builder, committed to bringing people together to build healthier, stronger communities where neighbors look out for neighbors.

Sarah was born in Tulsa, Oklahoma but raised in Decatur, Indiana. She has worked in the social work field for over 10 years, serving individuals and families with compassion, accountability, and a belief that change is always possible.
Before stepping into her current role, Sarah spent time as a probation officer—an experience she now jokingly refers to as being a “recovering probation officer.” That role gave her firsthand insight into the barriers people face within the justice system and reinforced her commitment to walking alongside individuals as they rebuild their lives with dignity and support.
Sarah is married and the proud parent of two children—one biological and one “bonus”—and firmly believes that family comes in many forms. At home, life is rarely quiet thanks to a dog, three cats, and a bearded dragon who keeps things interesting.
Grounded in both professional experience and lived compassion, Sarah is dedicated to restoring connection, fostering hope, and helping individuals and families move toward healthier, more stable futures.

I strive to be a strong advocate and a genuine supporter for the people I work with, helping them find stability, purpose, and the happy life they deserve.

Gabrielle Hull is a community advocate and resource navigator who brings both professional expertise and lived experience into her work. Her approach is grounded in the belief that real support begins with listening, dignity, and meeting people where they are.
Having navigated personal challenges and systems that are often complex, fragmented, and overwhelming, Gabrielle understands firsthand how difficult it can be to ask for help—and how transformative it can be when support is offered with compassion and respect. This experience shapes her trauma-informed practice, ensuring that every interaction prioritizes safety, choice, and empowerment.
Through Project Connect, Gabrielle works alongside individuals and families to identify needs, remove barriers, and connect people to housing, necessities, and community resources. Gabrielle is committed to walking with people through their challenges, honoring their resilience, and helping build pathways toward stability, healing, and long-term self-sufficiency.
